Goals:

• Interim: To make sure that at least some of the kids in care in less populated jurisdictions get GALs through some type of triage system.

• Identify people in the jurisdictions that don't have CASA programs who are willing to be substitutes so that judges can appoint them now.

• Get training and support for these pioneers right away. Maybe established CASA Programs can help.

• Ultimate: Every kid in the care of the state will have a Guardian Ad Litem or legal substitute appointed to them.

This is a hidden problem. These cases are cloaked in confidentiality. It is very difficult to find out which kids do not have GALs.
